Defense Recommendations

Require all biocontainment labs working with vertebrate infecting pathogens to abide by the same laws, maintaining at least BSL-3 standards. Track all biocontainment labs. Monitor biocontainment labs for individuals with religious, financial, and interpersonal problems. Ban anyone having a felony arrest, mental illness or financial problems from working in a biocontainment lab. Implement incentives on any nation that does not have biocontainment laws and enforcement at least as strict as the US.

Make anyone developing or assisting in the creation, trade or use of banned bioweapons subject to war crimes charges and execution if convicted. Prohibit the use of genetic engineering equipment on vertebrate infecting pathogens, creating a 99 year mandatory minimum sentence of 120 hours per week hard labor for convictions.

Close all biocontainment labs failing to prove to near certainty that they have positive health and ethical expected values. That means closing most existing biocontainment labs.

Ban fur and waterfowl farming. Ban waterfowl as pets. Ban roadside zoos. Ban feeding wild and feral birds. Increase incentives to hunt or otherwise cull animals likely to spread pathogens sufficiently harmful to humans.

Prohibit the worldwide private sale and ownership of live mink, ferrets, waterfowl. Ban the worldwide sale and importation of mink, ferret, and waterfowl products.

Increase federal anti-pathogen research, development, supply stockpiles, and response plan spending by at least the inflation rate plus five percent every year for the next nine years, more during pathogen emergencies.

Implement pro-hunting policies to keep the nationwide deer population below six million. Require farmers with excessive numbers of deer feeding on their lands to cull deer or permit hunters to do so.

Disallow anyone devoted to misanthropism, religious fundamentalism or ethnoracial supremacism from working in WMD related occupations.

Require BSL-3 and above lab workers to remain within lab areas, except for four month annual paid vacations after a 15-day strip search exit quarantine. Keep all non-workers from lab areas. Drop supplies at uninhabited, open air, disinfected drop stations.

Fire every virologist and related field employee, who supports research with a greater than 0.00001 percent chance of increasing harmful organism infectivities, R naughts, and or case fatality rates to humans and food organisms, prohibiting them from future employment in medical and biological fields.

Create a secret agency to spread false information in hundreds of languages on how to genetically engineer potential super pathogens, especially information on the airborne transmission of super pathogens.

Break off trade relations with nations that refuse to eliminate research with a greater than 0.00001 percent probability of increasing harmful organism infectivities, R naughts or case fatality rates to humans and food organisms.

Prohibit Federal funding for biocontainment labs outside the United States.

Require a buddy system in biodefense labs, banning anyone from accessing dangerous agents without a qualified co-worker.

Ban exports of gene-sequencing equipment. Ban the private purchase of gene-sequencing equipment. Enact trade sanctions on nations that export gene-sequencing equipment or sell the equipment to private entities.

Require public door knobs, door handles, door plates, and handrails to have copper or copper alloy plating containing sufficient copper to kill at least 88 percent of harmful pathogens within 4.5 hours.

Give 44 months warning to any nation permitting the use of animals in folk remedies that the United States will break off trade relations if those practices are not banned and the bans enforced, then follow through. Do likewise for nations with wet markets.

Stockpile at least 900 million PPE items, rotating stock, so items do not go bad, especially N95 or better masks. Donate excess PPE items to citizens. Require the federal government to purchase at least 40 million reusable N95 or better masks per month from domestic manufacturers, including instructions for reuse. Require at least 99 percent of antibiotics and antiviral compounds used in the United States to be produced within the United States, except during pandemics and epidemics. Require 98 percent of saline bag and medical mask production to be within the United States, except during epidemics and pandemics. Mail antiviral masks to every household during pandemics, including instructions for use and reuse. 

Void intellectual property rights during periods when US declared wars exist or defense spending exceeds 6.1 percent of GDP or annual US combat casualties exceed 2,200.

During emergency epidemics or pandemics, eliminate the 14-day camping limit on state and federal lands.

Provide 245 million dollars per year to monitor pathogen levels in sewage and other locations where monitoring will provide beneficial expected values.

Prohibit researchers skilled at increasing pathogen infectivities, R naughts or case fatality rates to humans and food organisms from exiting the United States. Require them to live in an isolated community, with no information or supplies leaving them.

Require companies producing oxygen, vaccines, saline bags, pathogen tests, air filtering equipment, pathogen treatments, air sterilizing equipment, and PPE for the United States to maintain adequate production facilities within the United States.

Ban the sale of rodents as pets and pet food.

Ban the sale and possession of birds and mammals humanized for pathogen spreading and evolving uses.

Prohibit the removal and genetic sequencing of pathogens from corpses older than 4.5 years old.

Require hospitals to maintain at least a eight month supply of pathogenic PPE equipment, whether on site or off site, whether reusable or for one time use, rotating stock to prevent loss from aging.

Provide an additional 8.3 billion dollars per year for vaccine development, including universal vaccines.

Create national databases of vaccinated individuals.

Require non-residential and multi-unit interconnected ventilation residential buildings, occupied at least 1.5 hours on mean per day, having at least four individuals per 28,000 cubic feet, to have at least 8.5 equivalent air changes (eACH) per hour by some combination of filters, ventilation, UV lighting and or other technologies, while preventing human skin and eyes from being harmed by the UV lighting.

Fire all corrupt or incompetent or both government employees without severance remuneration.

Provide 52 million dollars per year for genomic sequencing of pathogens in individuals with unexplainable pathogenic illnesses.

Provide a multibillion-dollar trust fund that the president may withdraw from to fund challenge studies without Congressional approval when a potential pandemic occurs.

Ban government entities from advertising in political publications.

Require CDC, FDA, and other government entity decisions to be based on laws and or expected values, not inertia, careerism, ass covering, and fallacious deontological assertions.

Ban anyone with any lifetime arrests, lost lawsuits, criminal convictions, non-Nato nation romantic relationships or published irrelevant ad hominem attacks from majoring in virology, epidemiology or microbiology.

Ban anyone with more than 1/16th ancestry from China, Belarus, Russia, Ukraine, North Korea, and or OIC countries from majoring in virology, epidemiology or microbiology.

Prohibit funding for virology activities, except detecting pathogens, reporting pathogens, directly developing vaccines, producing vaccines, and distributing vaccines.

Create a $1 per two tons of ship negative externalities tax on ships entering US ports from international ports.

Create a publicly available government database of harmful and beneficial human genes.

Turn part of Camp Pendleton into a walkable, densely populated civilian planned city, prohibiting motor vehicles, except city approved repair, emergency, construction, mass transit, and law enforcement vehicles, plus commercial vehicles transporting more than 45 pounds of delivery or removal items.

Ban sanitizer producers from making percentages of pathogens killed advertising claims.

Require all managers at US intelligence agencies to have been born in the US, plus have all US citizen parents, grandparents, and great-grandparents.

Ban limited liability protections for individuals funding and or engaged in gain of function research. Prohibit all gain of function research.

Ban the retail sale of cheeses, duck eggs, chicken eggs, and non-human milks that have not been sterilized or pasteurized.

Ban unlicensed individuals from owning, handling or collecting bats, except to bury dead bats with tools at least three feet long.

Ban pigs, bats, mink, ferrets, rodents, poultry, waterfowl, and non-human primates at zoos and fairs. Ban the deliberate feeding of poultry litter to non-poultry animals.

Ban pathogen passaging in humanized non-humans.

Restore the pandemic influenza and emerging threats program.

Ban re-creations of pathogens from past avian and mammalian epidemics and pandemics.

Ban the search for potential human infecting new viruses in wildlife.

Ban government spending on naturopathic medicine. 

Defund EcoHealth Alliance, and ban it from existing.

Ban any government researcher or anyone receiving government grants from receiving gifts or consulting fees from other entities, except first, second, and third degree relatives.

Grant public access to stored, non-classified electronic communications made by pathogen researchers and their managers currently or previously employed by biocontainment labs.

Ban pension funds from investing in foreign, multinational, and or private equity firms.

Prohibit government entities from funding parapsychology activities.

Prohibit any citizen losing more than $20,000 in foreign investments from financially supporting sanctions or military interventions against the lands where they lost money.

Ban graduates of the 120 highest tuition US post-secondary schools and 45 highest tuition US secondary schools from being employed by the federal government, except in military, engineering, natural science, and medical fields.

Ban the use of weapons from unmanned aircraft within the United States against humans.

Gradually cut Army, Marine, and State Department funding by at least 85 percent, using such funds for competent, economically efficient, and militarily efficient submarine, Air Force, Space Force, and nuclear weapons uses, especially munitions and equipment procurement. Transfer surplus Army and Marine equipment to ethical allies. Inform allies they must provide sufficient funds and soldiers for their ground defenses. 

Give military employees and government contractor employees whistleblower protections at least as great as those given to non-military federal employees and non-contractor employees.

Withdraw from the Rio Treaty, the US-Japan Security Treaty, the US-Philippines Mutual Defense Treaty, and the Convention Against Illicit Traffic in Narcotic Drugs and Psychotropic Substances.

Prohibit US entities from knowingly transferring assets to the governments of Russia, Belarus, North Korea, and the People's Republic of China.

Liberate all US military enlisted personnel from all OIC lands within the next five months. Liberate almost all Army, Marine, Air Force, and surface ship personnel below E-7 from Asia, Africa, Central America, South America, and the Western Pacific, excluding limited embassy personnel and forces sufficient for a tripwire in South Korea, within the next 16 months. Create a false tripwire in Taiwan. Liberate all Army and Marine personnel below the rank of E-4 from Europe.

Pass The Security and Freedom Enhancement (SAFE) Act without alteration. Pass legislation similar to the EU General Data Protection Regulation (GDPR).

Prohibit the Departments of Justice, Defense, and Homeland Security from disbursing any financial assets to private media entities, except during wars declared by Congress. Ban intelligence agencies not part of the above departments from doing similar disbursing. Require paywalled media entities to give free access to law enforcement entities conducting relevant criminal investigations.

Prohibit any individual with a greater than one in 800,000 probability of engaging in espionage, opposition to free speech or belonging to or physically supporting any terrorist group listed by the following organizations from entering the United States: The Department of State List of Terrorist Organizations, The International Policy Institute for Counter-Terrorism, The Terrorist Research Center from entering the United States or owning United States entities.

Prohibit active duty and retired officers above the 0-4 rank from receiving gifts and or remuneration from foreign and or multinational entities, except  governments the US has mutual defense treaties with.

Ban current and former military personnel from knowingly receiving emoluments from African, South American, Central American, and Continental Asian governments, including Russia and Turkey, for militarily relevant activities, without waivers approved by Congressional majorities.

Require 100 percent domestic manufacture of US grid transformers within four years. Require robust grid defenses from coronal mass ejections.

Eliminate funding for the misnamed National Endowment for Democracy.

Ban privateering, except against declared enemies during wars declared by Congress.

When a cheaper commercial product of equivalent or better quality exists, require the military to buy the commercial product. Require the military to reduce the percentage of its personnel in support services to 40 percent or lower by 2030.

Prohibit the export, import, and transfer of genes taken from human pathogens.

Require federal biodefense research funds be spent within one federal agency. Staff the NSC with at least one senior biodefense official. Pass the Weapons of Mass Destruction Prevention and Preparedness Act of 2009.

Eliminate all US visas for individuals from OIC nations and Kosovo. Eliminate H-2 visas.

Ban individuals having past three generations Arab, Berber, Chinese, Russian, African, Crimean, Albanian, Yugoslavian, Eastern Ukrainian or South Asian ancestry, including the Caucasus, from working in the US nuclear arsenal, biosafety labs, defense contractors, and intelligence positions. Ban individuals having Chinese and Russian ancestry from working on militarily relevant science and technology at corporations and universities.

Spend at least $21 million per year searching for space objects potentially on a collision course with earth.

Prohibit current and former employees of US intelligence entities from being employed by or doing gig work for foreign entities.

Remove all US warships from the Persian Gulf and the Straits of Hormuz. Remove all diplomatic personnel from OIC member lands.

Prohibit the sale of microbes potentially used for biological warfare, except for government agencies working on defenses from those microbes. Expand and strengthen international treaties limiting the possession of bioweapens.

Use incentives with China and Russia to encourage their governments to 1) eliminate biological weapons and their development, 2) stop selling nuclear and bioweapons products and technologies.

Withdraw from the misnamed Compacts of Free Association.

Create two technology agencies, one U.S. and one international, to handle liability, intellectual property claims, harm-benefit accounting of technologies, regulation of technologies with evil expected values, and education about technologies with beneficial expected values.

Deport all individuals illegally in the United States, except convicted, sufficiently dangerous individuals, who should be incarcerated within the United States.

Prohibit foreign and multinational entities from purchasing, merging with or owning shares of US entities producing or having access to confidential, secret, and top secret US information.

Prohibit foreign born individuals from having confidential, secret, and top secret security clearances.

Replace many long hikes and runs with strength training and interval training in all branches.

Cut the CIA and National Security Agency budgets by 92 percent. Ban private NSA and CIA contracting, except for the purchase of physical goods.

Require greater competitive bidding, more efficient purchasing, and faster development within the military.

Pass the Stop Price Gouging the Military Act.

Relax enlistment physical fitness standards for desk jobs.

Build no new aircraft carriers.

Offer federally funded and strictly run guaranteed-hire jobs to competent, non-incarcerated citizens age 13 or over to 1) weatherize buildings, 2) build fallout and pathogen shelters, 3) provide full service (free for all to use) tire pressure checks and fills, 4) install air conditioning refrigerant level sensors throughout the US, 5) check refrigerant levels in buildings throughout the US, 6) construct simple earthbag homes smaller than 950 square feet on lots smaller than 0.14 acres (selling the homes to the highest bidder), 7) plant edible, perennial, polyculture plants on public lands and on non-corporate private lands under ten acres, with owners desiring such plants, 8) trim or remove any plants obstructing public signs, sidewalks or intersection sight lines, 9) harvest rainwater for beneficial purposes, 10) work on infrastructure projects having overall benefits outweighing harms. Require all guaranteed-hire participants to adequately perform job duties to retain their jobs.

Ban the classification of illegal and or unjustifiable harmful acts.

Strengthen laws preventing the export of national security related goods and services. Enhance enforcement, increase prosecutions, and punishments of violators. Prohibit the sale and or transfer of vertebrate infection relevant pathogen nucleic acid fragments worldwide. Ban the construction of vertebrate infection relevant pathogen nucleic acids and or pathogen nucleic acid fragments worldwide. Ban the addition of nucleic acid fragments to microorganisms that could become vertebrate pathogens worldwide. Ban the import and or export of pathogen nucleic acid fragments worldwide.

Cease C-17, V-22, Crusader artillery, and Comanche helicopter production. Replace B-1 and B-2 bombers with better bombers. Increase production of B-21 bombers. Refurbish existing Minuteman III intercontinental ballistic missiles. Fund the Ground Based Strategic Deterrent. Increase the number of US nuclear weapons to nearly equal the number held by China, Russia, Pakistan, and North Korea combined.

Eliminate ballistic missile defense funding.

Mail free, sealed potassium iodide tablets to all Americans, including instructions for use during nuclear war. Deliver a 60-day supply of sugar and high calorie canned foods to domestic citizens living more than 15 miles from likely nuclear war targets. Require households to store the sugar and canned foods.

In 2025, prohibit remittances to China, Russia, Belarus, and North Korea, including through third parties unless their peoples choose new, ethical governments. Prohibit anyone born outside the United States and NATO countries from receiving more than the median annual household income in annual remuneration from US government and professional sports entities.

Require presidential, attorney general, and chairperson of the Joint Chiefs of Staff approval for use of nuclear weapons, except when one or more have been killed or incapacitated by enemies.

Fine service members 20 percent of their monthly incomes when they refuse vaccines ordered by a commander in chief.

Keep strategic bombers in a strategic nuclear fly on warning disposition. Limit the use of strategic bombers for conventional purposes. Begin planning to build some non-nuclear powered submarines and or to purchase some from Sweden.

Implement violation of the NATO charter tariffs on any NATO member shutting down well-functioning nuclear energy plants for so-called environmental reasons.

Give majority House vote, in conjunction with FTC and Antitrust Division approval, the power to block mergers and acquisitions for national defense reasons, plus the ability to order corporate breakups for national defense reasons.

Eliminate the joint duty assignment requirement for promotion to O7.

Legalize demotions, dishonorable discharges, and bad conduct discharges for poorly behaving officers.

Prohibit the export of shortage PPE items, except to NATO military forces.

Remove US forces from Japan.

Create a U.S. agency to study and enforce technology violations. Use the U.S. military to enforce violations abroad if the international agency refuses to do so.

Create an agency to provide vouchers to cover 40 percent for the first $12,000 dollars of fallout shelter construction upon completion and passing inspection. Create a $7,000 voucher for cob, underground, and earth bag houses smaller than 1600 square feet and larger than 300 square feet, used for primary residences, presented upon completion and passing inspection. Ban all zoning laws and HOA rules prohibiting the construction of such homes.

Prohibit individuals having US security clearances from using social media, online video games, and online dating sites.

Require every nation demanding US taxpayer funded and US life risking military assistance to enforce a 99 percent marginal wealth tax on wealth above $1.2 million dollars, plus an above $200,000 per year marginal income tax of at least 59 percent on all their citizens and former citizens. No more requiring Americans to make huge sacrifices for nations that have hedonist, parasitic, mass destructive rich people sacrificing almost nothing.

Require the top marginal US income tax rate to at least equal 59 percent during wars causing at least 90 US casualties per year, along with a maximum annual salary limit of $540,000 per year.

Ban current and former scientists and engineers at US biocontainment labs from leaving the US and from having passports.

Ban the transfer of secret and top secret Federal classified information to other nations, except Australia, New Zealand, and NATO nations.

Prohibit anyone with access to classified information from having sexual and romantic relationships with foreigners, from receiving gifts and remuneration from foreign and multinational entities exceeding $16.

Inform some NATO nations that their migration policies violate the NATO Charter. Use strong incentives on violators. Prohibit NATO expansion.

Fire Capital Police who permitted a handful of rioters and looters to push into capital grounds, then permitted larger groups of rioters and looters to follow.

Prohibit the military from propaganda partnerships with spectator sports teams.

Ban United States warships and military aircraft from traveling within 60 miles of China, Russia, and Venezuela, except during nuclear war or under Congressional declaration of war.

Create a joint United States-Russian center to prevent nuclear false alarms.

Prohibit NATO virologists, mycologists, microbiologists, bacteriologists, and protozoologists from working with OIC, Russian, Chinese, and North Korean citizens. Increase hostile fire and imminent danger pay to $500 per month.

Ban the use of alternative medicine by the Department of Defense and Department of Veterans Affairs.

Ban use of veteran and active duty education benefits at for-profit  institutions, grandfathering for veterans currently attending for-profit institutions. 

Reduce Navy, Air Force, and Coast Guard boot camps to six weeks.

Obtain the latest naval mine technologies. Increase the number of naval mines based on those technologies to at least 37,000. Stockpile at least 8,000 modern, long range air-to-surface missiles.

Eliminate government benefits available to non-disabled Vietnam era veterans, not available to veterans from other eras.

End US participation in the Military World Games.

Ban all US citizens from joining foreign military and paramilitary organizations without congressional or presidential approval.

Create a mandatory minimum sentence of 99 years, 110 hours per week hard labor for espionage.

Ban government entities from paying for rescue attempts of civilian Americans kidnapped in foreign conflict areas having greater than 22 violent deaths per year per 100,000 population.

Require sufficient sample size testing of prototypes in a wide variety of conditions before making large purchases of new high-tech items.

Prohibit judges and legislators from military officer appointments.

Require officers and officer trainees found guilty of academic cheating to serve as E-1 enlisted personnel for the next four years. Ban open book quizzes and tests during military training.

Enact nationwide maximum non-physician salary limits of four times the lowest paid military ranks during military conflicts causing greater than 30 US casualties per month.

Make up to two years of tuition free public community college or public vocational training available to honorably discharged combat veterans, except for classes subject to negative externality taxes.

During wars declared by Congress, discontinue secondary and post-secondary classes, except for students highly likely to obtain degrees in sufficiently beneficial medical, engineering, natural science, and or vocational fields. Find sufficiently beneficial strength, character, and intelligence appropriate jobs for 12 to 18-year-olds.

Select progressive Pigouvian tax shifts over rationing. Ration only when further increases in Pigouvian taxes create excessive tax cheating, excessive black markets, and or insufficient reductions in civilian demand for militarily important goods and or services.

Ban the promotion of individuals having terminal humanities and or social science degrees above O-3. Ban retired military officers from Federal elected and politically appointed positions, except at the Department of Defense and the Department of Veterans Affairs.

Give Congress the right, with majority vote, to declare legal quarantines or mask mandates or both over the entire country or specific parts of the country.

Eliminate the trillions in tax expenditures (corporate welfare, home mortgage deductions, farm subsidies, etc.) listed within Tax Expenditures the Hidden Entitlements by Citizens for Tax Justice and elsewhere, except those recommended herein. Inflation adjust all those herein. Eliminate 15.3 percent payroll taxes. Pay for Social Security and health care with taxes on negative externalities, not beneficial actions.

Create at least a 15 percent value added tax on goods sold or brought in the US, except items recommended on this site, fairly sending most proceeds to states and local governments willing to eliminate sales taxes, income taxes, and the first $130,000 in property tax assessments on lived in housing unit containing properties, along with a similar VAT on software, cable television, and satellite television.

Create a 1.2 percent annual federal property tax on lands owned by charities not spending at least 80 percent of their receipts on food security, housing security, family planning or primary health care.

Create a 1.1 percent annual, marginal national property tax on housing having a market value above $540,000.

Require accurate estimations of fiscal bills' effects on government finances before Congress votes on them.

Require stimulus funds to prioritize food banks, along with repairs and preventative maintenance for roads, signs, bridges, walkways, bike trails, waterways, and public restrooms.

Require political appointees, plus judges, governors, legislators, and presidents, to be audited by the IRS within six months of being appointed or elected. Audit them thereafter at least once every three years.

Prohibit the federal government from bailing out specific state and local governments, except as part of aid available to all state or local governments. Or as part of natural disaster relief.

Prohibit local governments from charging flat rate income taxes and other regressive income taxes.

Implement the anti-corruption policies here.

Reduce qualified immunity privileges.

Provide during recessions and depressions, federal funds to state and local governments to restore their pre-recession level of spending, provided the state and local governments have not cut taxes during the recessions or depressions.

Implement GAO prescriptions to reduce "fragmentation, overlap, and duplication" in government.

Eliminate SNAP and replace it with a near universal $150 monthly deposit into a US Postal Bank or Central Bank savings account for non-incarcerated citizens, giving withdrawal and spending discretion to legal guardians for those with legal guardians.

Require premiums to cover the entire cost of federal crop insurance.

Improve federal spending reporting with these recommendations.

Permit government contract officers to require cost data on contractor items costing more than $15.

Provide automatic increases in funding for the Government Accounting Office and Congressional Research Service at least equal to inflation, plus increases in population.

Ban use of non-voice only cell phones by individuals under 18, except during emergencies, in personal domiciles or by individuals employed at least 20 hours per week.

Require individuals to be 18-years-old and consenting before receiving a circumcision.

Permit contracts for interpersonal sperm donation.

Remove portraits of humans from United States currency.

Fire or demote most federal employees above the GS-12 level, except beneficial STEMsters, technicians, and medical employees. Replace them with hires based on ethical merit, especially economic efficiency, anti-corruption practices, and anti-CRT policies. Permit fired employees to reapply for jobs.

Ban government entities from hiring motivational speakers, from having taxpayer paid motivational and team building seminars and trips. Ban government funded trips to conferences.

Pass the Stopping Improper Payments to Deceased People Act, Holding Foreign Companies Accountable Act, Stop COVID Act of 2020, and Fair Credit Reporting Act.

Ban Federal elected officials from spending more than 120 minutes per year with individuals having net assets greater than $5.5 million or incomes greater than $600,000 per year, excluding foreign leaders.

Hire 550 more immigration judges, 2,000 more ICE attorneys, 25,000 additional ICE officers, and 970 more Federal prosecutors, including to prosecute white collar crimes.  Investigate sanctuary city leaders for obstruction of justice. Begin RICO investigations of BLM and Antifa. End asylum.

Prohibit owners of search engines and social media platforms from selling physical goods and merging with companies selling physical goods.

Eliminate any federal tax advantages to having residency in any state or territory.

Ban government funding for acupuncture, reiki, and reflexology.

Eliminate the Renewable Fuel Standard.

Require state and local governments to permit ICE employees to visit and apprehend illegal invaders on any state and local government properties.

Devolve beneficial DHS activities to other Federal entities.

Reinstate the full financial fiduciary rule.

Ban the insertion of stents for chest pain.

Require corporations to pay wages when their subcontractors engage in wage theft and file for bankruptcy.

Repeal the CARES Act.

Require new laptops and cell phones to have color inversion and blue light filtering settings.

Ban corporations and government employers from firing anyone for reasons unrelated to job competence or felony arrest or economic efficiency or compliance with federal laws.

Pass the Neutralizing Unfair Chinese Export Subsidies Act of 2020, Preventing Foreign CENSORSHIP in America Act, National Strategy for Pandemic Influenza Update Act, Offshore Accountability Act of 2020, School Food Recovery Act of 2020, Double Dip Elimination Act, STOP Straw Purchases Act, Stockpiling for America’s Future Endeavors (SAFE) Act, Stockpile Inventory Modernization (SIM) Act of 2020, Stop Wall Street Looting Act, and Kate's Law.

Ban religious inspections and certifications of foods distributed by government entities or sold by corporations.

Require employers to pay a bonus of $14 plus time and a half for same employee shifts beginning less than nine hours after previous shifts.

Require employers to pay time and a half for shifts scheduled with less than 24 hours notice.

Require malicious destroyers of communal property to pay at least half the value of items destroyed to victims.

Break off trade and diplomatic relations with any nation or land that will not take deportees back.

Apply 15 percent value added taxes for cosmetic medical procedures to breasts, gonads, buttocks, and lengthening legs, except burn and cancer related procedures.

Make discharges of firearms illegal on government lands within 500 yards of human occupied buildings, except in justifiable self-defense.

Ban political appointees from owning stocks and bonds.

Create a death penalty mandatory minimum for knowingly selling more than $1,000 in fraudulent medications.

Ban proprietary trading, except proprietary trading proven in court beyond a reasonable doubt to serve overall public benefit.

Prohibit Walton grantor retained annuity trusts and similar tax avoidance and tax evasion schemes. Tax all income above half the median household income per grantor of all financial trusts having US entities or former US entities as grantors or beneficiaries at least at 49 percent. 

Create 58 month mandatory minimum sentences for trustees, lawyers, and accountants knowingly aiding tax evasion.

Prohibit tax entitlements and expense deductions for government fines paid.

Require refunding of positive balances greater than 85 cents upon purchaser cancellation of services, charging the inflation rate plus 10.5 percent annual interest to service providers failing to refund positive balances within 30 days after cancellation.

Repeal the United States-Israel Security Assistance Authorization Act

Ban Amish and Muslims from adopting non-Amish and non-Muslim children.

Require everyone in drug industries to report drug-related crimes they observe.

Prohibit revoked license drug industry entities from reapplying for the same or similar licenses for 900 days.

Enact the HYPE Act.

Ban individuals convicted of felonies or financial crimes exceeding $10,000 from means-tested programs, government contracting, and government employment for life.

Ban convicted, incarcerated individuals from receiving government salaries and pensions, except funds adequate for child support payments. Return back salaries and pensions if convictions are overturned.

Require government agencies to give relevant inspectors general important requested information, keeping other entities from blocking inspector general access to such information.

Lower the threshold for Federal Cost Accounting Standards from $7.5 million to $1.4 million.

Prohibit government entities from giving items to middlemen for resale.

Require legislators, ex-presidents and ex-vice presidents to pay for their own security outside the United States.

Pass the Adding Epidemic Diseases to the FDA Priority Review Voucher Program Act, Corporate Transparency Act, ILLICIT CASH Act, TRAP Act, Foreign Extortion Prevention Act, Wall Street Banker Accountability for Misconduct Act of 2019, Closing Loopholes and Ending Arbitrary and Needless Evasion of Regulations Act of 2019, and End Employer Collusion Act.

Enact a marginal excess profits tax if other methods prove inadequate to roll back the catastrophes of monopolies, oligopolies, and oligarchism.

Remove fish from WIC, except tilapia.

Ban the prescribing of opiates for osteoarthritis and other chronic joint or connective tissue injuries.

Require the firing or resignation of all elected officials and political appointees older than their 69th birthdays, except if they pass annual civil service exams and score at least 124 on annual IQ tests.

Defund the United States Agency for Global Media.

Create a 70 percent value added tax on gift cards.

Create a 40 percent negative externalities tax on admission prices at non-human animal racing activities.

Auction non-emergency, non-military government storage items intended for current use, but not being used, because the relevant government agencies are too inept or corrupt to properly use them.

Ban disparate impact policies.

Require the firing of any government employee who negligently or willfully loses or destroys government assets worth more than $2900, unless the employee pays for those assets.

Eliminate agricultural, healthcare, and family planning US export sanctions against not at war nations but permitting sanctions against specifically named individuals.

Eliminate earmarks.

Pass legislation expediting the firing of bad government employees.

Require cost-benefit government contracts, including quality. Require all government contracts to name the businesses, business owners, and senior executives receiving the contracts, including subcontractors.

Increase funding for fraud inspections, investigations, and prosecutions until the costs of inspections, investigations, and prosecutions equals at least 55 percent of funds saved and recovered.

Ban all government entities from using government funds for political activism.

Ban federal entities from suing state or local governments or individuals for their properly enforcing federal laws.

Ban government entities from suing, fining or seizing the assets of private entities over accusations of ethnic, racial or religious discrimination.

Adopt some tax policies of the Faroe Islands, where beneficial.

Ban those who ever owed more than $55,000 in back taxes from being hired by government entities, except for military and medical fields.

Roosevelt Institute: ban remuneration to politicians and government employees via book deals, director’s payments, and speaking contracts.

Set all capitals gains tax rates at least equal to federal income tax rates. Reinstate the capital gains tax on real estate. Make tax rates for almost all sources of income equal to federal personal income tax rates.

Implement some tax reforms similar to those proposed by Michael Graetz in 100 Million Unnecessary Returns, but make the reforms far more progressive.

Make some of these cuts.

Require the federal government and income taxing states to provide competent, free tax filing software and websites.

Eliminate NASA and replace it with a much smaller agency having no space shuttles and other joy riders in the sky.

Eliminate the following: The Small Business Administration, federally funded flood insurance, Head Start, franking by legislators, The Maritime Administration, The Federal Railroad Administration, The Appalachian Regional Commission, The Farm Credit Administration, The Federal Transit Administration, Overseas Private Investment Corporation, The Mining Act of 1872, The Bureau of Indian Affairs, the Farmers Home Administration, and federal drug treatment programs.

Ban non-governmental entities from having .edu and .gov websites.

Defund Federal particle collider activities.

Repeal the misnamed Build Back Better Act.

C. Eugene Steuerle: the IRS "should describe how tax subsidies are distributed by taxpayer income and geographical location. It should report on non-compliance or on gaps and its ability to enforce the law in each program."

Ban the for profit prescribing of opiate painkillers to non-terminal or non hospitalized individuals for more than 14 days, including synthetic opiates.

Ban government entities from paying for so-called gender reassignment surgeries and medications. Ban giving such reassignment surgeries and medications to individuals under the age of 18 and adults under court ordered mental health care.

Ban government entities from treating individuals older than 17 as juveniles.

Ban government funding to construct new brutalist and gehryist buildings. Ban government funding to construct new buildings failing to fit the architecture of their neighborhoods.

Eliminate all water, electrical, and land subsidies. Charge a minimum of 18 percent royalty fees on oil, gas, minerals, and other assets taken from public lands or waters. Rent asset containing federal lands at market rates.

Eliminate the Economic Development Administration, Interstate Commerce Commission, U.S. Information Service, and Federal Advisory Commissions.

Sell federal aircraft, except military and law enforcement aircraft.

Keep the Social Security cost of living allowance.

Per Robert Reich, "eliminate the 'stepped-up-basis' on death rule."

Ban religious exemptions to healthcare laws.

Ban foreign and multinational entities from donating to domestic political entities. Ban foreign and multinational entities from investing in domestic political entities.

Prohibit Federal entities from buying private insurance, except motor vehicle insurance. The Federal government can afford to pay for damages without involving parasitic insurance companies.

Eliminate the class size reduction program and federal funding for dislocated workers.

Create a 100 percent negative externalities gross receipts tax on advertising goods and services, except advertising by partnerships and sole proprietorships having book values under 50 million dollars, along with advertising by egg banks and sperm banks.

Create a 45 percent cable television services negative externalities tax.

Ban any group or corporation receiving government funds, including tax entitlements, from contributing to political campaigns, political parties, and lobbying activities.

Ban any entity receiving government funds, including tax entitlements, from giving gifts to current and former government officials.

Ban the distribution of government funds to any religious entity.

Ban published political advocacy by retired military officers. Cut the military pensions of retired military officers creating published political advocacy by half.

Raise the federal excise tax on alcoholic beverages to 39 cents per ounce of ethanol. Raise at least $1.8 billion per year taxing water polluters.

Eliminate all federal charitable deductions, transfers, and subsidies except those recommended herein. (Donations to the National Committee for Chicken Nugget Artwork should not get a tax break.)

Dean Baker: Give each American adult a $100 annual artistic freedom voucher, transferable to intellectual property creators putting their intellectual property works in the public domain.

Require 15 hours of weekly charitable service when receiving federal unemployment insurance.

Implement the John Kerry proposals to tax US corporate untaxed overseas earnings.

Aaron, Gale, and Sly with idea from Auerbach and Jorgenson: "Permit businesses to deduct the present value of all depreciation deductions for an asset in the year of purchase."

Repeal the law requiring the sale of the entire US helium reserve by 2015. Enact a 200 percent VAT on the sale of helium.

Use federal highway spending for  repairs, replacements, preventative maintenance, along with new roundabouts.

Increase IRS audit funding:
1. Until the mean cost of each additional audit is half the mean revenue received.
2. To increase the audit rate of those earning over five times the median annual family income from one percent to at least 12 percent.

Eliminate SSI for non-citizens and non-native born citizens who have worked in the US fewer than 10 years.

Remove all intellectual property rights held by anyone who renounces their United States citizenship primarily for tax purposes and or avoidance of debt payments. Prohibit them from transferring property rights to other individuals or organizations. Prohibit anyone who renounces his or her US citizenship primarily for tax purposes from reentering the US. Create a 96 percent wealth exit tax on those who renounce their citizenship primarily for tax purposes. Make anyone who renounces their citizenship primarily for tax purposes liable for federal taxes for 65 years after leaving. Create an agency to track, hunt, and extradite individuals who renounce their citizenship for tax purposes, who go into hiding. If they cannot be extradited, capture them. Assume anyone with at least $200,000 in annual income who renounces their citizenship is doing it to avoid or evade taxes.

Require phone calls to be cryptographically signed to prevent spoofing.

Prohibit the importation of gun, sonar, radar, ammo, explosive, night vision, and thermal imaging products manufactured in non-NATO nations, except raw materials and spare parts for preexisting units, lifting the prohibition during periods of wars declared by Congress.

Require Internet transactions to pay the same state, local, and federal sales taxes as other transactions.

Ban individuals born outside the United States from being employed by the federal government for jobs within the United States paying more than the median household income, except in medical fields.

Ban internet hosts and registrars from banning websites for political reasons. Nationalize violators.

Prohibit government-funded food charities from purchasing foods having more than 14 percent of their calories from sugars.

Eliminate the Departments of Energy and Agriculture. Devolve their beneficial tasks to others agencies.

Implement multi-year Pentagon budgeting.

Use inflation-indexed bonds for the national debt, lowering interest rates.

Eliminate all interest subsidies.

Sell the Power Marketing Administration.

Create federalized unemployment insurance and disability insurance plans with disability payments based on a percentage disability basis. 

Require government entities to make disability determinations within 60 days of disability applications and appeals.

Per the Cato Institute: Eliminate the Agricultural Adjustment Act (food import quotas and restrictions), the Meat Import Act of 1979, presidential food-import proclamations, the Agricultural Act of 1958, the Overseas Private Investment Corporation, the U.S. Trade and Development Agency, U.S. funding for the World Bank, The U.S. Information agency, The School of the Americas, The Selective Service System, the Asia Foundation, the Delaney Clause, the Resource Conservation and Recovery Act. Devolve any of their beneficial activities to other government entities.

Require regulatory laws to meet ethical cost-benefit standards.

Prohibit the use of contractors and subcontractors by intelligence agencies, except for physical goods and construction projects. 

Ban foreign and multinational social media corporations from having US citizen users. Ban US social media corporations from having foreign users.

Ban corporations from donating to lobbying and political entities.

Repeal the Rural Electrification Act and the Community Reinvestment Act.

Require all data and conclusions from all non-classified, publicly funded research to be published and publicly available for free on the internet.

Create an additional three percent marginal income tax on individuals, having annual incomes above $40,000, who received Federal college loan forgiveness, up to a lifetime total of the amount forgiven.

Ban new loans to individuals, except business loans, home mortgage loans under $650,000, and motor vehicle loans under $42,000. Prohibit loans exceeding $20,000 to any majority owner of a corporation, who previously had been the majority owner of a corporation that filed for bankruptcy, including loans to corporations such an individual currently has majority ownership in.

Eliminate the Minority Business Development Agency and all other Commerce Department business development agencies.

Eliminate housing laws and guidelines mislabeled as fair housing.

Require premiums to cover the costs of all government provided insurance. Require premiums to be proportional to individual purchasers' risks and expected values.

Ban government entities from hiring business, humanities, and social science majors for human resources positions. 

Repeal the misnamed Inflation Reduction Act of 2022 and Infrastructure Investment and Jobs Act.

Ban advertising for internal combustion motor vehicles getting fewer than 21 highway miles per gallon, except on the websites of motor vehicle manufacturers and sellers.

Eliminate: Highway Demonstration Projects, The Maritime Administration, Cargo Preference Programs, Wastewater Treatment Subsidies, The Economic Support Fund, The Corporation for National and Community Service, ACTION, The Pennsylvania Avenue Development Corporation, National Flood Insurance, The Service Contract Act, Free mailings by congresspersons, congressional non-salary benefits and perks, Economic Development Assistance, The International Trade Administration, The National Institute of Standards and Technology, The Advanced Technology Program within the Department of Commerce, substance abuse block grants, the National Endowment for the Arts and the National Endowment for the Humanities. Devolve any of their beneficial functions to other government entities.

Eliminate federal grant money to non-government entities.

Require motor vehicle related fines above $20 to be in proportion to violators' incomes.

Require all charitable trusts that do not use at least 98 percent of their funds on primary human services (food, housing, healthcare, clean air, clean drinking water) to pay a tax equal to the top marginal federal income tax rate on all assets, contributions, and earnings. Remove all laws that allow trusts to evade civil judgments.

Amend laws requiring debt ceilings to contain no debt ceilings.

Ban private tax collection and the sale of tax debts to private entities.

Prohibit government entities from funding high-speed rail entities.

Eliminate Department of Labor programs unrelated to research, reporting, and regulatory activities.

Break off trade and diplomatic relations with tax havens.

Federally fund controlled experiments with the Colorado Family Planning Initiative.

Inflation adjust all tax brackets for bracket creep.

Raise the top marginal federal tax rate to 49 percent, so that high income individuals using totalitarian coercion, legalized bribery, and near total mass media control to shove the fallacies of avarice, militarism, and social communism down our throats can start paying for their beloved, poorly reasoned grandstanding--instead of making nonwealthy individuals pay almost all the costs via ruined jobs, lives, schools, cultures, neighborhoods, etc. The contradictions involved in making us sacrifice for their grandstanding while they enjoy cheap labor and flee the hells they create for others are despicable.

Raise the minimum driving age to 18, except for younger citizens able to prove they work more than 20 hours per week.

Ban all homeopathic medications and supplements.

Ban any individual or entity convicted of antitrust or financial crimes exceeding one third of median per capita income from voting, owning any portion of media entities, being employed by media entities, being employed by government entities, being government contractors, donating to political entities, funding political advertising, being political contractors.

Require professional sports teams to give citizens ownership shares equal to the stadium construction costs citizens paid for plus interest. Require professional sports team owners to pay back all other tax entitlements received from local and state taxpayers plus inflation rate interest or give ownership shares to citizens equal to those sums plus interest.

Ban the importation of poultry and seafoods from other nations, including seafoods used for livestock feed.

Create a 40 percent negative externalities tax on ocean foods harvested domestically, except harmful invasive species and invasive subspecies.

Close US consulates outside NATO nations, Australia, and New Zealand. Close all non-NATO foreign consulates in all US states and territories.

Eliminate Limited Liability Partnerships.

Enact the Stopping Improper Payments to Deceased People Act, Arrest Statistics Reporting Act of 2019, Insider Trading Prohibition Act, Moving Americans Privacy Protection Act, Improving Mental Health Access from the Emergency Department Act of 2019, Whistleblower Protection Reform Act of 2019, Coordinating Oversight, Upgrading and Innovating Technology, and Examiner Reform Act of 2019, Corporate Transparency Act of 2019, PACT Act, Federal Land Asset Inventory Reform Act of 2019, Puppy Protection Act, USPS Fairness Act, Preserve Access to Affordable Generics Act, Fentanyl Sanctions Act, Weatherization Enhancement and Local Energy Efficiency Investment and Accountability Act, Ocean Acidification Innovation Act, Billion Dollar Boondoggle Act, and ZZZ's to A's Act.

Repeal the Statutory Pay-As-You-Go Act of 2010 and Budget Control Act of 2011.

End Saturday, Tuesday, and Thursday non-next day and non-two day USPS deliveries.

Eliminate no-bid contracts.

Ban law enforcement activities preventing ethically, democratically elected officials from casting their votes, whether cast from prison or a legislative building.

Implement some of these per Jang-Sup Shin.

Permit only underground new building construction on lands that had building destroying wildfires in the past 50 years.

Gradually shift government entities to the metric system.

Ban any gaming license to any entity. Prohibit the sale of equipment used most often for gaming. Require entities having gaming licenses to destroy their gaming equipment.

Create a Federal right to repair law.

Ban universities from requiring more than 120 semester hours or trimester equivalent for bachelor's degree programs.

Make it a crime for any government employee to give any taxpayer funded gift exceeding $14 to a first, second or third degree relative, same for spouses. Do likewise for any government employee friend, defining friend as anyone the government employee has spent more than 2.5 hours socializing with on non-governmental business.

Require employers to provide at least one hour of paid sick leave per every 22 hours worked.

Repeal or rewrite legislation that contradicts the prescriptions herein.

Place bar gates over the entrances to known bat caves, to keep cave tourists out.

Remove liability from companies for their food donations, except in cases where food was deliberately poisoned by management or ownership.

Ban anyone convicted of sexual assault from seeking visitation or child support from their victims.

Eliminate government funding for private rehab facilities.

Ban civil asset forfeiture without a criminal or civil court judgment.

Ban mandatory arbitration agreements for corporate employees, contractors, and customers.

Ban libel and slander lawsuits against ethically, democratically elected officials for acts done during their terms. Ban all other lawsuits against ethically, democratically elected officials while the officials are still serving their terms.

Require fertile, under age 65 male and under age 46 female SSI and SSDI recipients receiving benefits for genetic illnesses to be surgically sterilized to continue receiving benefits, except when the surgery would cause a high risk of death or serious injury.

Prohibit government contracting with businesses that do not have readily available ownership information.

Ban anyone renouncing their U.S. citizenship for tax purposes from engaging in financial transactions with US entities, except to pay fines, debts, and or child support.

Implement something similar to Lily Batchhelder's proposal to "replace the estate tax with an inheritance tax.
